      Delhi Lt Governor and Delhi Development Authority Chairman Sardar Taranjit Singh Sandhu on Wednesday chaired a meeting of the Delhi Development Authority (DDA), where the authority approved a policy allowing reconstruction and redevelopment of old DDA built two storey residential units, along with a land use change for a metro depot for the Rithala Kundli corridor in Narela Sub-City.

      The redevelopment policy addresses a long-standing demand of residents and public representatives. It covers old DDA housing schemes, including Naraina Vihar, where several two storey units developed under the 1962 Master Plan for Delhi are more than 50 years old and structurally deficient.

      The policy grants these built-up units redevelopment rights on par with vacant residential plots. Reconstruction will be subject to plot size, prevailing planning provisions, structural safety certification, building bye laws, floor area ratio, ground coverage, height and fire safety norms, besides applicable charges and scrutiny fees.

      For the expansion of the Rithala Kundli metro corridor, the DDA approved change of land use of 19.63 hectares in Narela Sub City from recreational and public and semi public use to transportation for development of the metro depot. The proposal will be sent to the Ministry of Housing and Urban Affairs for final Gazette notification.

      The extension is expected to improve connectivity between North West Delhi, Rohini, Narela and Haryana, reduce travel time, support DDA’s new residential projects and the proposed University Hub at Narela, attract investment, create jobs and reduce vehicular emissions.

      The authority also approved the Master Plan for Delhi 2047, which will guide the capital’s future growth and development. It will now be sent to the Ministry of Housing and Urban Affairs for final approval and notification. The plan covers housing, economic growth, mobility, environmental sustainability, infrastructure, heritage conservation, urban regeneration and citizen-centric governance.

      The DDA also approved amendments to the Unified Building Bye Laws 2016 to simplify building plan approvals. The changes remove the prior requirement of obtaining separate no objection certificates from the Delhi Pollution Control Committee, Chief Inspector of Factories, Delhi Jal Board and Forest Department for building permits.
