In a major policy initiative, Delhi government is preparing to issue smart property cards following the soon-to-be introduced Land Records Bill aimed at making property ownership records more transparent and technologically more secure.

Under the Land Records Bill 2026, the Delhi government will carry out a survey of all residential and commercial properties in urban and rural areas for digitising land records. These digitised records will be linked to the Family Card Initiative. 

Each household in the capital will be issued a unique property card and a family aadhar card and when any family sells their property, the property card will be transferred to the new owner. 

As part of this initiative, every property in Delhi will be given a secure and authentic digital identity. A digital record will be created for every floor of every building. For decades, the absence of a systematic land records system caused difficulties in proving ownership, besides creating problems in property transactions, inheritance, securing loans, building plan approvals and resolving disputes pending before courts. But now, authenticated digital property records will eliminate ambiguity, improve transparency and significantly reduce land-related disputes.
