In a major setback for real estate developer Ocean Seven Buildtech Pvt Ltd, the Haryana Police has registered a fresh FIR against the company’s director, Sawraj Singh, and associate Sanjeev Kumar for alleged forgery, fraudulent unit cancellations, and violation of affordable housing licence conditions.

The case, the second FIR in the matter within weeks, stems from a complaint by the district town planner (enforcement), who accused the builder of fabricating documents to mislead an enquiry into irregularities at its affordable housing project without following the provisions of the state’s affordable housing policy dated August 19, 2013.

During an enquiry conducted on Sept 1 with the developer and allottees, it was discovered that the documents submitted by the builder’s representative were fabricated to mislead proceedings.

An e-paper copy of a newspaper notice presented during the meeting was found to be forged, the FIR says.

The second FIR, registered at Sector 14 police station, invokes sections 406, 420, 467, 468, 471 of BNS with police appointing SI Dalbir as the investigating officer. Officials said the repeated violations suggest a pattern of fraudulent practices, with both FIRs now under active investigation.

“The developer not only violated licence norms but also attempted to deceive the enquiry committee with forged documents,” the complaint notes.

The case has sparked growing concerns among homebuyers, several of whom have approached the authorities demanding strict action and a refund of their investments.
