The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) will open the portal window from April 1 to April 15 for promoters of registered real estate projects to upload the Quarterly Progress Report (QPR). For the first quarter of the year ending on 31st March 2026, UPRERA has directed all promoters to ensure that updated information of their projects is uploaded on the portal within the stipulated time-frame so as not to attract any regulatory action.
UP RERA has clarified that uploading the QPR is not merely a procedural formality, but an important mechanism to ensure transparency, accountability, and protection of consumer interests in the real estate sector. Through the QPR, key details such as the actual progress of the project, construction status, availability of various approvals, and other important information are made public for the benefit of consumers. This enables homebuyers to access accurate and updated information and make informed decisions.
UP RERA has further reiterated that under Section 11(1) of the Real Estate (Regulation and Development) Act, 2016, it is mandatory for every promoter to update all necessary details of their project on the Authority’s website after the end of each quarter. Non-compliance with these provisions is treated as a violation of the Act, under which a penalty of up to five percent of the project cost may be imposed as per Section 61 of the RERA Act.
UP RERA has cautioned promoters against any negligence in uploading the QPR and advised them to ensure that all required information is made available on the portal within the prescribed timeline i.e., by 15th April 2026. The Authority believes that timely updating of QPR helps maintain transparency in the affairs of the promoters with respect of the projects and strengthens the confidence of homebuyers.
Penal Action Against QPR Defaulters in Recent Enforcement
UP RERA has taken very strict view of non-compliances in matters of QPR submission and imposed very heavy penalties recently against two such promoters based in Lucknow.
These projects included “ARPITA INFINITY” of the Promoter M/S Shushil Kumar Katiyar and the project “GANPATI SMART CITY”of the Promoter M/S Ganpati infrastructure development company limited for non-submission of QPR for many consecutive quarters. Through this step, UP RERA has sent a clear message that non-compliance with critical regulatory provisions like QPR will not be tolerated under any circumstances, and strict action will continue in such cases in the future.
