The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) recently held a webinar on “Digital Submission of Professional Certificates Along with QPR” for promoters, architects, engineers and chartered accountants. The session set out the Authority’s shift from uploading Architect (REG-1), Engineer (REG-2) and Chartered Accountant (REG-3) certificates as separate PDF documents to filing them as structured digital forms alongside the Quarterly Progress Report (QPR), as part of the migration to the UP-RERA 2.0 Portal.

From PDF Uploads to Structured Digital Filing

Under the revised process, a promoter who has entered the quarter’s achievement details and uploaded supporting photographs or videos can select “Initiate Digital Submission of Certificates” on the QPR screen. The system generates email with a web-link and filing instructions, which the promoter shares with the project’s architect, engineer and chartered accountant.

Certificates Filed in Sequence

The three certificates are filed sequentially through the same web-link: the architect submits REG-1 first, after which the engineer can access and submit REG-2; only once REG-2 is filed can the chartered accountant submit REG-3. The Project Registration Number and other core project details including project name, promoter name, promoter ID, competent authority and project area are auto-filled across all three forms. Each certificate is certified using the professional’s Digital Signature Certificate (DSC), and a PDF copy is available for download after submission. Once all three certificates are filed, the system automatically pushes them to the current UP-RERA portal, completing the quarter’s QPR filing.

Figures Must Match the Previous Quarter’s Filing

UP-RERA stressed that figures in the digital certificates must match the corresponding PDF certificates filed the previous quarter. Architects must keep activity dates and Table B details consistent; engineers must align estimated costs and activities with REG-1; and chartered accountants must verify estimated costs against the prior submission while cross-checking figures with the engineer’s certificate and the promoter’s books of account. Participants were cautioned that discrepancies could delay filing.

Table A and Table B Requirements by Project Type

The webinar also clarified when each table applies. Table A is filed for each tower or block in applicable projects, and for each sector as a consolidated statement in villa projects; plotted projects require only Table B. Table B itself is filed once for the project as a whole, covering external and common development such as roads, drainage, landscaping, boundary walls, STP and clubhouses. UP-RERA reiterated that architects must certify progress based on physical site inspection rather than figures supplied by the promoter alone.

Reset Process for Corrections

If an error is found after submission, the promoter must contact UP-RERA for a reset. Resets apply to all three certificates together, as partial resets are not available; a fresh web-link is then issued, and the certificates must be refiled in sequence.

Support During the Transition

Promoters and professionals needing assistance during the transition can reach UP-RERA’s dedicated support team by email or helpdesk, providing the project’s RERA Registration Number, project name, a description of the issue and relevant screenshots to help the team resolve queries efficiently.

UP-RERA said the shift to digital certificate filing is intended to make QPR submissions more systematic and verifiable and marks a further step in the Authority’s migration to the UP-RERA 2.0 Portal. By replacing scanned PDF uploads with structured, auto-validated data, the initiative strengthens real-time monitoring of project progress and fund utilization, reduces scope for inconsistent filings, and supports greater transparency and accountability across registered projects reinforcing UP-RERA’s broader mandate to safeguard homebuyer interests.
