      Haryana revamps EWS Housing Policy, mandates 20% plots and 15% flats in private colonies

      The Haryana government has rolled out a new policy mandating developers to reserve a portion of plots and flats for economically weaker sections (EWS) in all licensed colonies, replacing the 2021 guidelines.

      The revised norms — 20% plots and 15% flats for EWS beneficiaries — aim to ensure uniform implementation and transparent allotment through the state’s Housing for All department.

      The new policy will be applicable across all licensed residential colonies in the state, including both plotted and group housing projects approved by the town and country planning (TCP) department. This covers major urban centres such as Gurgaon, Faridabad, Panchkula, Sonipat, Panipat, Rohtak, Hisar, and Karnal, as well as newly licensed townships and sectors being developed under the Haryana Development and Regulation of Urban Areas Act, 1975.

      It applies uniformly to all private developers and colonizers holding valid licenses from TCP Haryana, ensuring that every new residential colony reserves the mandated quota.

      The plots will range between 50 sq. m and 125 sq. m, and will be transferred to the housing for all department, at a fixed rate of Rs 600 per sq. m. For group housing projects, the EWS flats will be sized between 200 sq. ft. and 400 sq. ft., with the price capped at Rs 1.5 lakh per unit or Rs 750 per sq. ft.

      Unlike the 2021 EWS housing policy that placed the responsibility of allotment directly on developers, the allotment process will now be handled by the housing for all department. It will invite applications through advertisements in leading newspapers and conduct draws to ensure transparency.
