HSVP launches online portal to simplify private property transactions

Haryana Shehri Vikas Pradhikaran (HSVP) has unveiled a first-of-its-kind online portal for private property sale and purchase, offering citizens and allottees a transparent, secure and convenient platform to conduct real estate transactions.

An HSVP spokesperson said the initiative aims to bring “convenience, transparency, ease and trust in property transactions.” The use of the portal is entirely voluntary.

The portal allows plot holders to list their properties online, check real market value and ensure payments are not below market rates. Sellers can set their “Ask Price,” earnest money, timelines, and even upload photos or videos of their property. They can withdraw listings at any time, reject bids, or sell outside the portal. “There is no compulsion in any part of the process,” the spokesperson said.

For buyers, the portal ensures only HSVP-verified properties are listed. Auctions will be fully digital, beginning at 80% of the seller’s asking price. Buyers’ identities will remain confidential and payments will be digital. “The auction process is fully transparent and secure,” the spokesperson added.

Buyers must register online with a fee of Rs 1,180 (inclusive of GST). If a seller withdraws or rejects a bid, Rs 1,000 is refunded to the buyer. Additionally, before bidding, buyers must deposit 0.5% of the “Ask Price” in a digital wallet, and upon acceptance of the final bid, pay a 0.5% commission to HSVP.

Clarifying HSVP’s limited role, the spokesperson said, “This portal is only a facility, not a mandate. Once a seller accepts a bid and the buyer deposits earnest money, HSVP will issue transfer permission. Thereafter, the date and time of registration will be mutually decided by the parties.”

The spokesperson added that the portal is part of HSVP’s broader effort to make property dealings more citizen-friendly: “This initiative provides a trustworthy, transparent and secure platform for property transactions.”
