Tamil Nadu moves towards digital-first property registrations

Tamil Nadu is set to roll out a “presenceless” property registration system that will allow buyers and developers to complete first-sale registrations without visiting sub-registrar offices (SROs). Expected to launch by year-end, the digital initiative aims to cut delays, ease congestion, and curb corruption, but has also sparked concerns over safety and fraud risks.

The initiative, aimed at reducing congestion and delays, will be optional in its first phase and gradually made mandatory. With over 36 lakh documents registered annually across 582 SROs, the move is expected to streamline operations and improve user experience.

The system builds on earlier digital efforts, including online registration for Memoranda of Deposit of Title Deed (MODs), receipt deeds, and short-term residential lease deeds. Currently, only about 30,000 MODs and receipt deeds are processed online.

Under the new framework, once the seller and developer submit documents digitally, the SRO will verify and approve them remotely. Aadhaar-based iris and fingerprint authentication will be integrated, and developers will be required to procure biometric scanners.

The rollout is expected by year-end and will help curb corruption and save time. However, the proposal has raised concerns over safety and fraud. With thousands of property disputes already pending, critics warn that removing physical presence could lead to manipulation. The department is reviewing safeguards to ensure document integrity and prevent misuse.
